- In a saucepan, melt butter, cocoa powder, and milk over medium heat, stirring until smooth.
- Whisk in sifted powdered sugar gradually until frosting is creamy and pourable.
- Pour warm frosting over the marshmallow layer and spread gently. Allow to cool completely.

- Slice the brownies into bars after they have cooled completely. Serve at room temperature for best texture and flavor.
